I guess these jockeys don't need the money. It also gives you an idea of unimportant a classic race like the Belmont Stakes is, regardless of whether or not a horse is running for the Triple Crown.

Smith needs to stick with Moss horses whenever possible. They keep giving him good ones, including Giacomo and most notably at present, Zenyatta. And they primarily run where he's based in SoCal, so that's a commitment you can't break, at least not when their horse is also in a G1 that day, just at Hollywood instead of Belmont.
Moss/Shirreffs horses are a better long-term gig than Mark Allen/Bennie Woolley horses. It's a safe and smart bet.
